為切實(shí)做好我區(qū)新型冠狀病毒感染的肺炎疫情防控工作，全力維護(hù)市民群眾身體健康和生命安全，堅(jiān)決打贏疫情防控阻擊戰(zhàn)，根據(jù)《中華人民共和國(guó)傳染病防治法》《中華人民共和國(guó)突發(fā)事件應(yīng)對(duì)法》《中華人民共和國(guó)刑法》《中華人民共和國(guó)治安管理處罰法》等法律法規(guī)以及省、市防疫工作的通告要求，現(xiàn)就疫情防控期間的違法違規(guī)行為進(jìn)行依法查處的相關(guān)事項(xiàng)，通告如下：

This notice is to inform of matters concerning investigations and punishments for acts (specified below) violating laws and regulations during the novel coronavirus pneumonia prevention and control period, thereby effectively advocating relevant measures implementation in the District, safeguarding citizens’ health and safety, and resolutely winning the fight while adhering to relevant laws and regulations (i.e. Law of the People's Republic of China on Infectious Diseases Prevention and Control, Law of the People's Republic of China on Emergency Response, Criminal Law of the People's Republic of China, Law of the  People's  Republic  of  China on Penalties for Administration of Public Security, and notices of Sichuan Province and Chengdu City on epidemic prevention and control).

一、拒不服從四川省突發(fā)公共衛(wèi)生事件 I 級(jí)應(yīng)急響應(yīng)各項(xiàng)安排部署，成都市新型冠狀病毒感染的肺炎疫情防控指揮部以及本指揮部發(fā)布的疫情防控通告，拒不配合醫(yī)務(wù)人員、村（社區(qū)）工作人員、機(jī)關(guān)干部、公安民警等疫情防控工作人員依法對(duì)相關(guān)場(chǎng)所、車(chē)輛、人員進(jìn)行檢查、處置或入戶(hù)開(kāi)展疫情排查防控工作的行為；

1.Refusal to obey any arrangements or deployments made during the Sichuan Province Public Health Emergency Level I Response, Chengdu Novel Coronavirus Pneumonia Prevention and Control Command and its notices regarding epidemic prevention and control, or refusal to cooperate with medical workers, village (community) staff, government officials, polices, other personnel responsible for epidemic prevention and control, or staff charged

with inspecting and disposing of relevant venues, vehicles, and individuals or conducting household epidemic investigation, prevention and control according to relevant laws;

二、外來(lái)及返溫人員未在當(dāng)天主動(dòng)到所在單位、村（社區(qū)） 指定地點(diǎn)登記備案，企事業(yè)單位、出租屋業(yè)主或其他房屋出租人未按要求主動(dòng)落實(shí)報(bào)告等防控責(zé)任，個(gè)人瞞報(bào)謊報(bào)病情、旅居史、密切接觸人員等相關(guān)情況，擾亂疫情排查工作的行為；

2.Failure of foreigners and returnees to register at the location designated by the unit or village (community) they reside in on the day of their arrival; omission of enterprises, institutions, rental house owners or lessors to fulfill their duty on aiding epidemic prevention and control by active reporting; and individuals concealing or misreporting their illness, residence and travel history, persons in close contact, etc., and obstructing epidemic investigation;

三、被確定為疑似病例患者、密切接觸人員、醫(yī)學(xué)觀察對(duì)象， 不按規(guī)定執(zhí)行隔離或居家醫(yī)學(xué)觀察規(guī)定的行為；

3.Refusal of those who are identified as suspected patients, persons in close contact, or objects of medical observations to adhere to quarantine or medical observation as required;

四、確診病例患者拒不配合接受檢疫、強(qiáng)制隔離或者治療的行為；

4.Refusal of confirmed patients to adhere to quarantine, forced isolation, or treatment;

五、違規(guī)舉辦各類(lèi)群體性聚集活動(dòng)（含農(nóng)村自辦群體性宴席），違反封閉式管理規(guī)定等不利于疫情防控的行為；

5.Violation of various mass gathering activities (including banquets in rural areas) prohibition, self-quarantine management regulations, and other epidemic prevention and control measures;

六、進(jìn)入賓館、飯店、餐飲、商場(chǎng)、超市、農(nóng)（集）貿(mào)市場(chǎng)等經(jīng)營(yíng)場(chǎng)所的人員拒不測(cè)量體溫、拒不佩戴口罩，擾亂公共場(chǎng)所秩序的行為；

6.Refusal to undergo body temperature checks and wear masks, or disrupting public order at businesses, such as hotels, restaurants, shopping malls, supermarkets, agricultural markets (fairs), etc.;

七、散布謠言、造謠滋事、隱瞞謊報(bào)疫情等擾亂公共秩序的行為；

7.Disrupting public order by spreading or starting rumors, or concealing facts about the epidemic, etc.;

八、哄抬物價(jià)，制假販假、欺騙消費(fèi)者，擾亂市場(chǎng)秩序的行為；

8.Gouging, counterfeiting or selling counterfeits, deceiving consumers, or disrupting market order;

九、阻礙疫情防控工作人員依法執(zhí)行職務(wù)，干擾疫情防控， 妨害公務(wù)等行為；

9.Obstructing epidemic prevention and control staff to perform their duties in accordance with relevant laws, interfering with epidemic prevention and control, hampering public functions, etc.;

十、實(shí)施其他影響、干擾、破壞疫情防控和社會(huì)公共秩序管理的行為。

10.Other acts that affect, disturb, or undermine epidemic prevention and control or public order management.

對(duì)有上述行為的，公安機(jī)關(guān)或相關(guān)職能部門(mén)將對(duì)當(dāng)事人依法查處，視情形予以行政處罰或采取行政強(qiáng)制措施，構(gòu)成犯罪的， 依法追究刑事責(zé)任。涉及公職人員的還應(yīng)由紀(jì)檢監(jiān)察機(jī)關(guān)予以黨紀(jì)政務(wù)處分。

For parties commit any of the above offenses, public security organs or relevant functional departments will conduct an investigation and punish in accordance with relevant laws; impose administrative penalties or take administrative measures as appropriate; prosecute for criminal responsibility according to relevant laws if a crime is committed. Public officials that commit any of the above offenses will face additional party discipline by disciplinary inspection and supervision organs.

本通告自發(fā)布之日起實(shí)施，歡迎廣大市民群眾監(jiān)督舉報(bào)。
