Oversees the work of the Institute's Party general branch, in charge of organization, party affairs, united front work, propaganda and ideological education, ideology, confidentiality, student affairs, Communist Youth League work, mass entertainment and sports work; collaborates on safety and stability, administrative work, and is responsible for the Student Support Center.
